The term ‘democracy’ (from the Greek word ‘demos’ meaning ‘people’, and ‘kratos’ meaning ‘power’) was initially coined by Herodotus. But from the 3rd century BC to the 19th century, it suffered a long eclipse and acquired a negative connotation, whereas the optimal political regime was referred to as a ‘republic’ (res publica, or ‘public affair’): Aristotle ranked democracy among the bad forms of government; Kant reiterated a common opinion by calling it ‘necessarily a despotism’; and the founding fathers of the United States held the same opinion. The French Revolution also drew on the republican ideal, and only Robespierre used the term in a laudatory sense (thereby ensuring its bad reputation for another half century). So how is it that this word suddenly became popular again, and has acquired an appreciative meaning since the mid-19th century?
